This is Dactylis glomerata, also known as Cocks Foot, Orchardgrass, Aschersons orchardgrass. This perennial grows up to 2 feet tall and enjoys sun to partial shade. From late Spring until the middle of the Summer this perennial produces a vibrant green bloom. This grass was originally used for hay but ventured out and spread all through North America.
