This is Lupinus sparsiflorus also known as Coulters lupine, and Mojave lupine. This annual herb grows up to just over a foot tall. The flowers are pale blue or purple, with a banner on the upper petal that has a yellow spot to begin with, which changes to a reddish color after pollination. The bottom petals are hairy and give the blossoms a fuzzy appearance. Lupine plants in general are larval host plants for the Boisduvals Blue, Melissa Blue, Silvery Blue, Sooty Hairstreak, and Afranius Duskywing butterflies and it is also the larval host for the Dryotype opina moth. This annual plant can be grown in all USDA Hardiness Zones.
